Building Permits
In the City of Hurricane, every contracting project requires a permit prior to beginning. Homeowners have the option to perform their own work, provided they secure the necessary permits. Building permits are mandatory for individuals, partnerships, businesses, or corporations embarking on any construction, reconstruction, expansion, modification, relocation, or demolition of a building or structure, which includes electrical or mechanical enhancements.
Building permits need to be submitted to building@hurricanewv.com or can be filled out in the Hurricane Municipal Building. Turnaround for permits is usually the same day, unless approval is needed from our Code Enforcement officer or our Utility Superintendent. It also is longer if plan review is required. Plan reviews require 2 hard copies with West Virginia PE Seals, mailed or dropped off to: Attn: Building Department, 3255 Teays Valley Road, Hurricane, WV 25526 and 1 electronic copy sent to building@hurricanewv.com. This usually takes 7 to 10 business days to be approved. Once plans are approved, you will need to schedule a pre-construction meeting. After a successful pre-construction meeting, your permit can be processed. Permits are good for 6 months, and can be renewed one time free of charge if requested prior to expiration.

Please Note: Contractors who fail to obtain a permit before beginning their project are subject to a fine of no less than $100.00.
Official Building Code
The Official Building Code of the City of Hurricane is the International Building Code 2018.
How to Obtain an Inspection
The Building Code Enforcement Official will examine premises for which permits have been issued and make necessary inspections to see that the provisions of building laws, City Code, and other ordinances are complied with and that construction is done safely for both residential and commercial projects.
These inspections include footer/foundation, framing, insulation, plumbing, HVAC (mechanical), electrical, concrete (inside only), fire and sprinkler alarms (Building Code Official and State Fire Marshal), and Certificate of Occupancy (final inspection).
Inspection requests require a 24-hour advance notice to the Building Department. Please call 304-562-5896 and ask to schedule your inspection. You will need to have the contractor’s name and phone number, property address, permit number and the type of inspection needed. Please do not call the Building Code Official directly to schedule inspections.
Demolition
All demolitions must meet the standards and regulations of all state and federal agencies. To obtain a permit for demolition, please complete a Building Permit Application. All structures must be tested for asbestos prior to demolition and a copy of the asbestos report must be submitted with your permit application. All demolition permits require that all utilities have been disconnected and storm and sewer lateral(s) have been located and capped.
Asbestos
If asbestos materials are found, they must be removed by a licensed asbestos abatement contractor in accordance with the Asbestos Abatement Licensure Law.
Asbestos reports are required if you are removing shingles from a roof or removing Transite siding. If you are covering up the roof and shingles with a metal roof, no asbestos report is needed.
